Curaçao Licence Reform 2026: Which Casinos We Audited Show a Direct OGL Licence

Curaçao relicensed its entire online-gambling sector in 2024, and most casinos quietly swapped the licence credential in their footer. We checked what 12 Curaçao-licensed casinos in our review set actually display after the reform. Nine now show a direct Curaçao Gaming Authority licence in the new OGL format. None of the 12 rely only on a legacy master-licence seal. For three we have not yet recorded a direct OGL number, and we flag those as open verification items.

What the 2024 reform changed

Until 2024, a Curaçao casino did not hold a licence from the government. It held a sub-licence from one of four private master holders, and the footer showed a seal such as 8048/JAZ (Antillephone) or 365/JAZ (Gaming Curaçao). The National Ordinance on Games of Chance, the LOK, abolished that chain. The Curaçao Gaming Authority now issues every online licence directly, in the OGL/YYYY/NNN/NNNN format, for example OGL/2024/686/0183, and publishes each holder on its register at cga.cw. A casino still showing only a legacy /JAZ seal in 2026, with no direct OGL number, is leaning on a credential that no longer carries weight. What we found across 12 casinos

Each row is the licence credential the operator displayed when we audited it, paired with our own 0 to 10 rating from the five-component rubric we publish in our methodology. The licence column shows the direct OGL number where the operator surfaces one, and “not surfaced” where our audit did not record one.

Nine of the 12 carry a direct OGL/2024 licence. Zero rely only on a legacy /JAZ seal. Three do not surface a direct OGL number in our records.

A surfaced licence does not track our rating

The three casinos where we have not recorded a direct OGL number are not the lowest-rated in the set. Two of them, Hit’n’Spin at 9.2 and Bitstarz at 8.7, sit near the top. A strong product score and a surfaced licence number are separate things. The OGL number is one input to the licensing component, and a high overall rating can ride on game library, payout behaviour and complaint record while the licence reference stays unconfirmed. We treat a missing OGL number as an open verification item, not a verdict, and we record it inline once a footer check confirms it.

One licence number, two brands

Slotoro and Verde both display OGL/2024/686/0183. A shared licence number means a shared operating company: two front-end brands run by one licensed entity. That is legal and common, but it matters to a player, because a self-exclusion, a complaint or a closed account at one brand can follow the same operator to the other. We surface operating-company overlap like this in each review rather than treating sister brands as independent.

How to verify a Curaçao licence yourself

Three steps, no account required:

  • Find the licence claim in the casino footer or terms, and note whether it cites a direct OGL number or only a legacy /JAZ seal.
  • Open the CGA register at cga.cw and search the operator or the licence number.
  • Click the seal on the casino site. A genuine seal opens a certificate on cert.cga.cw whose domain matches the site you are on.

If the footer claim, the register entry and the live certificate disagree, treat the licence as unproven. Cached licence directories lag the live register by weeks during the 2025 to 2026 transition, so the register is the source that decides.

The OGL numbers are the values we recorded from each operator at the time of our audit, and we re-check them on the CGA register when we refresh a review. Does a direct OGL number make a casino safe?
It is a necessary check, not a full guarantee. A verified OGL number on the cga.cw register confirms the casino holds a current Curaçao licence under the 2024 reform. The licence offers real but limited protection, thinner than the Malta or UK regulators, so it suits informed players who verify the seal first.

Why do some high-rated casinos not show an OGL number here?
Our rating combines five components, and the surfaced licence number is one input to one of them. A casino can rate well on game library, payout behaviour and complaint record while we have not yet recorded a direct OGL number for it. We mark those as open verification items.

Is a legacy /JAZ seal still valid in 2026?
It is a reference to the old master-licence system that the 2024 LOK replaced. In 2026 it should be paired with, or replaced by, a direct CGA licence. If a footer shows only a /JAZ seal and no OGL number, ask support for the OGL reference before depositing.
